Malta Permanent Residency Program

The Malta Permanent Residence Programme (MPRP) grants long-term residence in Malta and Gozo. Launched in 2015, the current MPRP was introduced in March 2021. Applicants may qualify by purchasing or leasing property and making a government contribution. Amendments published on 19 Nov 2024 require accompanying children to be under 29 and raise government fees, effective 1 Jan 2025

1.Non-EU, aged 18+. 2.Assets: €500K minimum (€150K liquid) or €650K (€75K liquid). 3.Complete required government contributions and property investment. 4.No criminal record, good health, and Malta-wide health insurance.

Investment requirements

Administrative fee: €50,000 for main applicant; €5,000 per dependent.

Non-profit donation: €2,000.

Government contribution (property purchase): €30,000 for main applicant; €5,000 per dependent.

Government contribution (rental): €60,000 for main applicant; €5,000 per dependent.

Property investment (purchase): Buy property in Malta or Gozo valued at a minimum of €375,000.

Property investment (rental): Lease property in Malta or Gozo with annual rent of at least €14,000.

APPLICATION PROCESS

    Assessment and contract signing

    Client signs the legal service engagement agreement

    Submission of application documents

    Lawyer submits documents and pays the initial government application fee

    Approval in principle

    Upon completion of review, the immigration authority issues an approval in principle letter

    Complete investment

    Pay the balance of government application fees and contributions, lease or purchase property, and obtain health insurance
  • 5

    Travel to Malta for biometric data collection

    After approval, the client must travel to Malta once to complete fingerprint registration
  • 6

    Obtain the Malta Permanent Residence Card

    Obtain Malta residency status
